Full Support for DOJ Funding Scheme for Lawtech Solution Subscription
Addressing Sector Needs to Empower Digital Upgrading and Transformation of SMEs Law Firms and Junior Barristers
As the Founding President of The Small and Medium Law Firms Association of Hong Kong, a Member of the Consultation Group on Law Tech Development of DOJ HK, and a Legislative Councillor who has long advocated for law tech development for the sector, I wish to express my sincere gratitude to the Government for accepting my proposal and launching the Law Tech Service Subscription Subsidy Scheme.
Back in 2020, I secured the Law Tech Fund, which helped more than 70 per cent of practitioners upgrade their IT systems. Since 2022, I have kept pushing for a successor initiative, the Law Tech Fund 2.0. Today's scheme marks a meaningful response to the genuine difficulties faced by the legal fraternity.
Around 90 per cent of law firms in Hong Kong are small and medium-sized practices, and roughly one-third of practising barristers are junior practitioners. These legal professionals possess solid professional expertise, yet many have been constrained by limited resources and high costs, making it hard for them to expand the scope of their services and boost operational efficiency.
The value of this scheme goes far beyond financial support. It empowers small and medium law firms and junior barristers. Building on their strong common-law foundation, they can now leverage technology to broaden their service scope, enhance their professional capability and improve efficiency. It lets the next generation of legal practitioners move forward with fewer burdens, embracing the AI era and keeping pace with international developments. This Scheme also encourages the market to develop and launch more legal tech offerings, thereby expediting the digital upgrading and transformation of the legal fraternity at large.
I have also put forward two forward-looking proposals in my submissions for the 2026 Policy Address and Hong Kong's inaugural Five-Year Plan: for the Government to take the lead in developing a common-law-specific AI large language model, and to set up a one-stop platform providing law tech information and support. This will take us from targeted subsidy support to systematic, sector-wide digital empowerment, lowering practice costs and lifting service standards across the board.
I will continue to listen to all legal practitioners, champion further pro-sector policies, support the digital transformation of our legal community, and strengthen Hong Kong's position as an international hub for legal and dispute resolution services.
resolution services.
